A Message from Dick Rowland

Dick RowlandJuly 31 marks the 95th anniversary of groundbreaking economist Milton Friedman’s birth. Here in Hawaii we will be celebrating with a special remembrance luncheon to commemorate the great man and his historic ideas.

Friedman had many accomplishments to his credit, from helping to end the military draft to aiding in privatizing Chile’s state pension system to receiving the Nobel Prize in economics. One of the areas he was particularly passionate about was school choice. He strongly supported using market forces and consumer choice to improve the quality of education for children. The Milton and Rose D. Friedman Foundation for School Choice was founded to further this commendable goal.

Much progress has been made in the school choice movement. Consider these tidbits from the State Policy Network:

Nevada's State Senate passed a special needs scholarship bill unanimously, thanks to the hard work of activists and Senator Barbara Cegavske.... In May, Georgia's governor signed into law a scholarship bill for students with disabilities. Senate Bill 10, sponsored by Sen. Eric Johnson, provided for parents of children with special needs to choose to send their children to an out-of-district public or private school of their choice.... Finally, Democratic Governor Chet Culver of Iowa recently signed into law a portion of the state's budget which included a 50 percent expansion of the Individual School Tuition Organization Tax Credit. The tax credit cap for 2008 will be increased from $5 million to a total of $7.5 million, allowing more families to take advantage of the program.

In honor of Milton Friedman’s birthday, this issue of “Grass in Review” takes a look at the current state of education.

Religious Schools Help Close the Achievement Gap

For forty years, the federal government has sought to close the "achievement gap" by increasing federal involvement in and spending on public education. But the achievement gap persists; students from higher-socioeconomic backgrounds and white students continue to outperform children from lower socioeconomic or minority backgrounds.

Expanding government efforts have failed to solve the achievement gap, but religious schools have succeeded where the public schools have failed. If eliminating the achievement gap is a main goal of education policy, new evidence on religious schools suggests it is time to rethink the current strategy.

Marketing Schools

Something a bit odd is happening in Michigan. Public school districts are advertising . . . in newspapers, on radio, through the mail. All sorts of enterprises advertise for customers, of course. What's odd is that it still seems odd . . . for education.

In Michigan it's happening because of a new set of laws regarding "schools of choice." The state now allows school districts to accept students out of district. And this means more school choice than before. And where there's choice, there's advertising.

Forget the Polls, It's Time for Discussion

It seems what's needed is a serious statewide discussion concerning what makes sense to assist those who are in need and are of native Hawaiian ancestry — in the context of the overarching American principle that discrimination solely on the basis of race or ancestry is generally considered antithetical to the U.S. Constitution.

Grassroot Institute of Hawaii created the Fresh Perspective column exclusively to publish the work of high school and college students. In addition to work appearing on GRIH’s website, their work is also submitted to Hawaii Reporter.  Submissions are welcome from any interested young adult, and we will publish work that is clearly written and grammatically sound. CRABGRASS

"Rep. Lynn Westmoreland, a Georgia Republican, tried to take money out of a housing program for native Hawaiians. Rep. Neil Abercrombie, a Hawaii Democrat who bench-presses impressive weights in the House gym, fired back: 'I don't know how you were raised, I know how I was raised,' he lectured his colleague.
       The presiding officer of the House reminded Mr. Abercrombie that all remarks must be addressed to him rather than to another member.  'I am confining my remarks to the chair. If I was saying it directly to the gentleman, he would know it a lot more physically,' Mr. Abercrombie snarled.
       Mr. Westmoreland has become a minor hero to anti-spending Republicans because, unlike most Southern members, he has no use for foraging in the Congressional pork barrel. 'I come from a family that had to watch its pennies, and I take that same attitude to Washington,' he says."
