Paul E. Smith is from Honolulu, Hawaii and owns an investment firm that has equity participation in companies dealing with the ownership of intellectual property rights and the licensing of those rights internationally.

Mr. Smith currently serves on the Board of the Hawaii Tax Foundation. In 2002 the plastics manufacturing firm that he owned and managed for 20 years was purchased. Previous experience includes being a member of the Board of Governors of the East West Center, twelve years of international development financing with the World Bank, and credit union technical assistance and volunteer selection with the Peace Corps both in Chile and Washington, D.C.
