Exposing Waste
Grassroot Institute and CAGW Find Fat in Hawaii Government

The Hawaii taxpayers got the bill recently -- almost 3 grand for a state employee to travel to Hollywood for the Grammy Music Awards; $2,400,000 for substitute custodians in public schools; a decrease in state personal income by $360 million due to a proposed Oahu rail system -- and the taxpayers are not happy.

In the midst of a significant state budget shortfall, the Grassroot Institute of Hawaii (GRIH), in collaboration with premiere taxpayer watchdog group Citizens Against Government Waste (CAGW), has released the 2009 Hawaii Pork Report: The Book Hawaii’s Government Doesn’t Want You To Read. The new report has found that bureaucrats continue to spend taxpayer dollars in questionable ways. The exposé, the first of its kind in the state, gives concrete examples of waste to policymakers looking to trim fat from state and local budgets.

Don't Go Native On Us
A Free Market Case Against The Akaka Bill And More Government

A top New Year's resolution for many elected officials in Hawaii's local government is to see passage of the Native Hawaiian Government Act. The Act seeks to create what The Honolulu Advertiser characterized in a recent editorial as "a pathway for establishing Hawaii's indigenous people as a political entity, enabling their reconstitution as a 'state within a state' government." It has been argued that without a native government, the Hawaiian people can never succeed and never attain their highest dreams. In truth, for not just the Hawaiian people but all residents of the State of Hawaii, government is not the solution to our problems, it is our problem. Hawaii's existing government has already proven its inability to provide quality education, promote a healthy economy, and sustain a job market that keeps people employed and tax revenues flowing – are we really to believe that another government can magically create prosperity for Native Hawaiians?

GRIH Fellow Speaks at the Reagan Presidential Library

Walking into a convention of lawyers, wearing a simple aloha shirt and sporting a wild pony tail, I must have seemed like some radical Native Hawaiian sovereignty activist. Nearly everyone was dressed in slick suits, ties, and dress shoes.

I arrived about 15 minutes early at the Reagan Presidential Library, and navigated my way around to the Federalist Society reception area, tucked downstairs underneath the “Reagan’s Country Cafe.” With a minimum of fuss, I was offered a badge, and I made my way to one of the dozen or so tables, each seating eight.

The first discussion was titled, “How Comfortably Does Tribal Sovereignty Fit With American Democratic Ideals?”

Guardians of Liberty

Aloha everyone! My name is Ryan McDonald, and I am a 14-year-old home-educated student. I am the current president of Guardians of Liberty, the first Generation Joshua club in the state of Hawaii. 

I have been asked to give you some background on an organization called Generation Joshua. GenJ, as we members like to call it, began in 2003 with a purpose of preparing youth to become a force in the civic and political arenas and to ignite young people to help America return to her Judeo-Christian foundations. Their theme for this year is Faith-Duty-Courage. They believe these principles can be achieved through quality education and training, and meaningful activism.

John Stossel is an investigative journalist and co-anchor for the ABC News show “20/20”. Stossel and ABC News launched a series of educational materials for schools in 1999 entitled "Stossel in the Classroom". In 2006, Stossel and ABC released Teaching Tools for Economics, a video series based on the National Council of Economics Education standards.
The format for the evening will be interactive. We’ll be showing several video clips from Stossel’s high school series on economics followed by Q & A periods. These clips are very thought provoking. 15th Index of Economic Freedom
New Heritage and Wall Street Journal Index Shows Economic Freedom Still Key to Growth and Prosperity

The level of economic freedom in the world has continued to grow over the last year, with 83 economies representing every region posting gains in the 15th annual Index of Economic Freedom, released January 13, 2009 by the Heritage Foundation and The Wall Street Journal. Freer economies lead in income, poverty reduction and protection of the environment; Hong Kong and Singapore top the Index while Libya, Burkina Faso and Qatar are most improved.  Zimbabwe and North Korea came in last.

Pioneering Better Government

Myth Busting in NYC

The Grassroot Institute has become an official co-sponsor for the Heartland Institute's 2009 International Conference on Climate Change and has a deal for GRIH members. Taking place from March 8 to March 10 in New York City, the monumental event has already attracted attention of the media and public around the world. Scheduled speakers include Vaclav Klaus; Dr. Richard Lindzen, professor of meteorology at the Massachusetts Institute of Technology; José María Aznar, former Prime Minister of Spain; Dr. Willie Soon, an astrophysicist at the Harvard-Smithsonian Center for Astrophysics; and many other prominent scientists, economists, and government officials. This exciting forum will be an opportunity to learn from the world’s leading experts who question whether climate change is truly a “crisis." Experts will also discuss the economic costs of growing government regulations aimed at mitigating effects of climate change. Grassroot Media Hits

1. On January 8th, GRIH and the Beacon Hill Institute released “The Economic Impact of the Akaka Bill: Unintended Consequences for Hawaii” in a press conference at the Hawaii State Capitol. The resulting media coverage was wide-ranging, including:

2. The Jan. 10th issue of Hawaii Filipino Chronicle, the statewide weekly paper covering Filipino issues and culture, featured a cover story article by Rev. Daniel Paul de Gracia. In "Crisis, Danger and Opportunity: Filipinos Prepare for 2009", our President Jamie Story was quoted:

"Grassroot Institute, an Oahu based public policy think tank, believes that low taxes is an important part of a healthy economy. 'Members of the Filipino Caucus and all state legislators in general should work to repeal taxes and place a freeze on new spending in the 2009 legislative session,' Story commented. 'Taxpayers, small business owners, and families all need tax relief now more than ever. Economic stimulus or bailout packages don’t remedy the poor economic situation, in fact they exacerbate it by increasing government debt and taxes, which take money from taxpayers when they need it most and cause the money we do have to lose value.' "

3. GRIH Policy Analyst Pearl Hahn was recently published in the national publication Budget & Tax News, which is published by The Heartland Institute. In "Hawaii Drops Universal Children's Health Care Plan", Hahn discusses the recently abandoned Hawaii Keiki Care program:

"Hawaii lawmakers chose to spend surplus revenue on Keiki Care instead of returning it to taxpayers as required by the state’s constitution. On October 15, Lingle used a news release to notify the Hawaii Medical Service Association of her plan to withdraw financial support for Keiki Care. The release highlighted the effect of recent outreach efforts in increasing Medicaid participation by more than 5,500 children. Lack of federal funding and failure to attract the 'gap' children also were cited as reasons for the decision. The release did not mention the projected state revenue deficit of $162.3 million for the current fiscal year."

4. GRIH Communications Director Tom McAuliffe was recently on “The Rick Hamada Show” on KHVH 830am discussing the new BHI/GRIH Akaka Bill economic study. McAuliffe has also been heard on the show, as well as KHVH's “The Mike Buck Show”, discussing everything from curbside recycling to the state legislature.

5. GRIH Board of Scholars member Dr. Ken Schoolland, Associate Professor of Economics and Political Science at Hawaii Pacific University and author of Jonathan Gullible: A Free-Market Odyssey, had a Letter to the Editor in the Honolulu Advertiser on January 5, 2009. It ran as the featured letter of the day. In "Wasteful Spending Fuels Recession", he addresses the notion that the government should increase spending as a stimulus for the economy:

"Federal spending increased by 57 percent in the eight years under President Bush from 2001 to 2008, including wartime spending in Iraq and Afghanistan. We are now diving into recession/depression partly because of, not in spite of, profligate and wasteful government spending."

GRASSROOT STATS

Hawaii spends almost $14,000 per student annually yet consistently ranks near the bottom on test scores and scholastic achievement rankings.

In the 2008 regular Hawaii legislative session, which spanned four months from mid-January to mid-May, administrative costs of the legislature totaled nearly $37 million. This does not include the fiscal and regulatory costs of the bills that were passed, but simply the overhead costs of administering the legislative session. The bulk of this spending, approximately $19 million, was in House and Senate expenses, which include office and committee budgets.

All the cities that built new rail transit systems expected increases in public transportation usage, but the opposite has proven true. Since 1960, only Denver has constructed a rail system that currently holds onto a slight percentage increase. Commuters are not attracted in large numbers to the new state-of-the-art rail stations and trains or at least not for long. Even systems that had an initial increase in ridership are declining now with the exception of Denver.
