RE: Bill 107 — A BILL FOR AN ORDINANCE AMENDING CHAPTER 1.16, MAUI COUNTY CODE, RELATING TO PUBLIC INSPECTION OF ADMINISTRATIVE RULES

Aloha Chair Lee, Vice-Chair Sugimura and other members of the Council,

The Grassroot Institute of Hawaii would like to offer its support for Bill 107 (2024), which would require county agencies to post their administrative rules online and review those rules by Sept. 30 of each year to ensure they are up-to-date.

As someone who often looks for documents related to Maui County affairs, I can attest that I sometimes have been unable to locate electronic copies of certain Maui administrative rules in the past.

This measure would enhance the public’s right to know about their local government because electronic, word-searchable documents are a requisite for government transparency in the 21st century.

Thank you for the opportunity to testify.
