Join the cosmetology compact

Support SB3260

This bill would authorize Hawaii to join the Cosmetology Licensure Compact, which is an interstate agreement that allows qualified cosmetology professionals to practice in all compact member states after obtaining one multistate license.

At least 10 states have enacted laws to join the national Cosmetology Licensure Compact. They are: Alabama, Arizona, Colorado, Kansas, Kentucky, Maryland, Ohio, Tennessee, Virginia and Washington.

Nine different occupational licensure compacts currently exist in the United States for various professions, demonstrating broad adoption of this approach.

Why should Hawaii join a cosmetology compact?

Cosmetologists, barbers and related professionals must obtain separate licenses to operate in different states, unless the state they want to work in is a member of a compact that recognizes licenses from other member states.

In Hawaii, this means skilled professionals from other states often face duplicative applications, fees and waiting periods to work here. Relocating workers could endure weeks or months of delay before they can legally earn a living.

As a result, consumers have fewer options, and businesses could face higher labor costs from licensing barriers that don’t improve public safety.

These burdens exist despite the fact that licensed professionals have already met training and exam requirements in other states.

How it would work

  • A licensed cosmetologist in a compact state could apply for a multistate license in their home state that would authorize them to practice in Hawaii, or any other member state, without needing to obtain a separate license.
  • Hawaii would retain authority over scope of practice, discipline and enforcement regarding services provided within its borders.

Compacts for other professions, such as nursing and physical therapy, have shown that enabling interstate practice increases workforce supply, broadens access to services and creates administrative efficiencies for boards and licensees.

FAQs

  • What is a multistate license?
A multistate license is a single license issued by a worker’s home state that allows them to practice in all compact member states without having to submit separate state applications. Hawaii already participates in the Interstate Medical Licensure Compact for doctors.

  • Would this change reduce Hawaii’s licensing standards?
No. Each state still sets its own educational and examination requirements. The compact simply recognizes valid licenses from other compact states.

  • Would Hawaii lose oversight of who practices here?
No. Hawaii would retain full authority to investigate, discipline or revoke license privileges for anyone practicing in the state under the compact.

  • How would this change benefit workers?
It would eliminate duplicative licensure processes and delays for qualified professionals who want to work in Hawaii, saving time and lowering costs associated with state-by-state licensure.

  • How would this change affect consumers?
Consumers would benefit from increased access to qualified professionals and competition among service providers, which could lower costs without compromising safety.
