Transit-Oriented Development

What is transit-oriented development?

Hawaii has long faced a housing shortage, creating urgent demands for sustainable urban development.

Transit-oriented development zoning offers a solution by cutting through red tape and concentrating growth around transit hubs, such as the Honolulu rail system. With some slight tweaks to the current TOD zoning restrictions, Hawaii could build a more sustainable and resilient urban environment that supports both its residents and the environment for generations to come.

HB1409 and SB1614 would direct money from the Rental Housing Revolving Fund and Dwelling Unit Revolving Fund to counties that successfully streamline and upzone their TOD zones.
